Four can fish on a 4 meter RIB which will fit easily in a garage. Must be careful with the hooks though and accept you probably can't do it off the Needles in a Force 5, but in kind seas 4 people on a 4m Searider should be doable and it will fit easily in a standard single garage.
And I must insist that a 4 metre Searider will do most sea states even up to a Force 8 or 9. But you will get wet and very scared as well. Probably okay for the driver but will scare the pants off the passengers.
Its probably not really a case of whether a small RIB can do what you want but more a case of whether you can put up with what a small RIB is capable of. As long as you dress for the worst conditions the 4m RIB will get you back. Just make sure you have a very good engine. No engine no go. Doesn't matter what size of RIB you have.

I reckon the engine on that's too small to use with 4 people aboard. Engine's rather old too. It'd be a good candidate for re-engineing with the 2005 yam 90 that Jono Garton's selling though.
