Those regs are all concerned with Commercial use boats. Nothing at all to do with leisure boating.

I think that Pete7 is referring to the Charter Yacht - which has a mandatory responsibility to report himself to the authorities. If they don't, then they are in breach of the commercial regs.

If 'justvisiting' gets in touch with the MCA, then they should already know about the incident - and if they don't - they will want to know why they don't.
