Can't feel good, but if one can't find the problem and the other says it's not worth repairing and to sell as is, it's a fairly strong suggestion that you'll be wasting money taking it somewhere else.

Did they say the motor wasn't worth fixing or the boat wasn't worth fixing?

Im under the impression that its rather a case of cant find the problem so they are saying its not worth fixing to save themselves embarrassment of failing to diagnose the fault.
The engine has good compression and runs but is down on power.
The RIB its self is in fairly good nick.

Did they do a compression check and give you the figures?

Well, if it's down on power and comp is that good, it can't be too much wrong unless it's got some nasty internal corrosion issues. Why not swap powerheads with your spare motor?
