Sib's 'Sticky' plastic at transom

I'm a bit worried about the transom on my SIB. The plasic holding the transom to the tubes is sticky.

The boat is 1998, and is PVC, So has outlived the PVC life expectancy of 5 years. There is no problem with the tubes no punctures at all.

Its happened to the handles as well, the plastic hasn't cracked, the surface has become sticky. As far as I know, no chemicals have been spilt on it. The boat is mainly used as a tender with the yamaha malta, but I was hoping to try the 15hp on it this year.

Has anyone else experienced this problem? Can I trust this transom? Bearing in mind its an air-deck, with all the force applied through those brackets.

Its kept deflated inside during the winter, its kept inflated outside during the summer but its under cover.

I don't its sunlight, as the tubes havn't shown any fading. The fact that the tubes havn't been affected is whats confused me.
