Mountbatten has free public slips and plenty of free parking even for a big van. The slip is actually accessed through the Mountbatten Centre car park, which charges for over 45 minutes, but immediately opposite there is a free car park.

Alternatively just down the road is Hooe lake which you can launch from but it is tidal and not ideal. I think there is a slip just by Laira bridge near Plymstock but again unsure of parking. I always used Mountbatten, it's where most people go and if you ever need a hand there will probably always be somewhere there who can help.

I have launched at Exmouth both ends of the sea front many many times over the years. You can go up the Exe heading inland which is a nice run or even launch at Topsham, on the outskirts of Exeter from the pathway that runs into the water but remember the tide drains out of here. If the rig is not too heavy, Beer is a cracking little spot over the pebble beach with a few coves nearby.
Loads of places to launch in east Devon and this is making me go down there again, such a cracking area and good bass fishing.
