Use some sealant, it can't hurt.

I found it really hard deciding where to locate my wheels on my T40. To clear the outboard, tubes and to give prop clearance I ended up having to drill through the information plate on the inside of the transom. Don't forget to use a good marine grade sealant in, on and around any holes you drill. My wheels are different to yours.
