Regards wheel hubs, then rust is always going to be a potentional problem. Every few seasons I rub down the effected areas, wire brush (drill attachment), use acid etch on bare metal, zinc primer, silver colour coat and lacquer.
I wouldn't bother with the galv spray, it's more for touching up areas of new galvanising that have been damaged, it's glorified paint & will rust off like buggery if applied to old/rusty metal. The beauty of the wax type protectants is they stop the rust by sealing out the water. They self heal & penetrate into all the nooks & crannys before the solvent carrier evaporates.

Dave's right when the oxygen has depleted under the coating corrosion stops waxoyl is self heeling to a certain extent if marked.
