I found that if I spray them before first use and then every few months with WD40, and then just wash down with fresh water when washing the boat, they don't rust too badly at all. I got a set of cast off 16" Land Rover steel wheels (same as you'll find on a base Defender) about three years ago when I fitted the bigger tyres, and they are still in pretty good nick.

I found new trailer wheels with tyres from the chandlers were actually cheaper than buying replacement trailer tyres from a tyre place
