selling ex-US g'ment equip abroad

I know as a non-US citizen, I can't buy US gov. equipment at tender.

is there any stipulation that it can't be re-sold to non-US citizen (in purchase contract)?

The contract, when you buy a boat from government liquidation and acquire an end users certificate, does stipulate that we cannot sell to any non us citizen or entity.
