Zodiac Hurricane Tech uses them in production. Any Zodiac Milpro Dealer should be able to get them, albeit inbound shipping is from Vancouver, BC. MSRP is between $10-$15 EA. They're made of 314 stainless, and require a tap for installation.

I believe the exterior threads are course, but the insert won't cut new threads before you strip the insert's inner threads using the bolt-nut technique you describe. The tap isn't a special tool as it's available commercially, but I've been told its size is uncommon for most local hardware stores. I've been fortunate that employers and/or friends have 'em to borrow. The Milpro dealer can ask Zodiac about the thread pitch and the size of the tap.
I don't believe the design is patented, Ullman sells them - Deck insert bolts | Ullman Dynamics - World Leader in Suspension Seats
and I'm sure with enough searching you'll find them elsewhere.

they also sell them on Ebay.

I use the M10 ones. They are great.
