No. The 2 documents are totally un related & issued by different authorities & apply to different entities.
The ships licence is issued by Ofcom & pertains to the boat. It gives authority for the specified equipment to be installed on the boat. The operators licence is issued by the RYA & is issued to the individual. You don't need an operators licence in order to carry the VHF on the boat.
