If you look around there's a couple of manufacturers that make headsets for use in openface bike helmets. They will work in high winds.

Yes, the site I posted specifically does one for open face or no helmet applications.

I hate to burst your dreams, but it's unlikely you will get anything that is reliable, effective and cost effective, and I wouldn't bother on a boat of that size really - just my opinion!
