it's used for adding private channels or reprogramming MMSI numbers, adding ATIS etc.

Only approved dealers get it from Icom

£2000 fine for dealer for programming a channel without the proper paper work.

Having a quick google that was what I concluded. Unfortunately it seems that the software and cables for most icom's are readily available on the net, allowing people to tx on channels they shouldn't be tx'ing on...

Well, i didnt realise it was for "official" dealers only.

You buy the software on ebay.

I dont know if I am an official dealer, or an unofficial dealer, but I sell a fair few Icom radios, and have on my desk the relevent paperwork for windfarm private channels which I need to program into an M23.

I didnt realise when I agreed to do this that the software was different to M71 which I have programmed many times.

Hey ho.

Might be worth a courtesy call to Icom to make sure you stay on the right side of them, should be ok if you've got the correct paperwork. They might even give you the software free if you're selling their gear
