yamaha 60hp carb question

yamaha 60hp 1996 2stroke
the question is ,on the centre carb there is what appears to be a solonoid type object with 2 wires on with a needle type jet on the end. what do does this do?
if i connect it to a supply should it actuate? because it dosen't.
could this cause a bogging out fault?
all suggestions welcome

very likely it is a small solenoid that cuts the fuel off at the ov er run stage(sorry, bit pissed). it should click when connected to a positive,

This is the choke, or cold start solenoid.
Mine doesn't work either when I put a supply to it, but I never have trouble starting the motor.

i thought it may be something to do with the choke,so il' tell my friend.
he was going to order a new one from the u.s @ $199
