swivel tube problem

I am having trouble with the swivel tube, or crush tube, on my Tohatsu 2 stroke.

I ordered the replacement parts that i was told i would need as there was a lot of play at the bottom where the tube slides into the lower yolk.

I have been given-
2 bushes (round plastic)
1 rubber o-ring
1 Thrust plate

I have spent 2 hours and i still cannot figure out how the assebemle with these new parts.

I have been told that one bushing is to go at the top, the other at the bottom. Now the one at the bottom goes in fine, but the one at the top does not fit because where the tube slides in is a different diamater than the bottom. I have been assured that it does in fact fit....

Has anyone ever had to replace these parts before?

I thought long and hard for some osrt of excuse, but there just isn't one. In all my wisdom it took me 4 hours to realise that i'm not going to get the new bush in while the old was is still in place
