At 30 QUID!!! A lot of spare parts and technical skills for that price. The tiller would fetch that if someone needed one!

Assuming it's two-stroke: Possible the pin roller bearings, corroded, rusted and seized. Look'm up for that motor as they will all need to be replaced and will mean almost complete dismantle of the power head. Also check the lower unit to see that One: the prop turns by hand (in Neutral). Two: Open the filler screw and carefully watch the Lower Unit oil/lube runs out CLEAR and not muddy. Lower unit seizure is often more expensive than the powerhead re&re Bearings.
