Strap inside outboard hood

So I need a break from decorating, felt like a fiddle, not that kind of fiddle! Had a bit of nose at my recently acquired used outboard & noticed that behind the fuel filter there is a void, it looks like there is room to put something in this void and there is a strap & buckle (size of a cat collar) riveted to a heat shield. is this to strap a bag of tools or spares (plugs etc) next to the engine?

I'll get back to sanding my stair spindles in the meantime if somebody could answer my stupid question I'd be grateful.
