miss fire?

hi folks my mariner 90 2stroke has an intermitent power loss. it can run fine then a loss of power ie you can run at full power for a min then it drops back of to 3000rpm then it will pick back up again. when i took the cover off i found that the top ht lead was giving me a shock is this a clue?

Maybe... What age is it? Clamshell or normal cowl?
