Lots of possibilities but top 2 for me would be:
Vent screw not open in the fuel tank
Air leak in fuel line

Take it back to the mechanic again Luke.

I'm sure you're a competent boater, but you sound like you know nothing about motors.
Trying to fix it yourself will possibly make the problem worse.
