Mariner 90hp 2 stroke carb question

1993 engine been stood over a year.Lower carb (bottom one of three)just chucks out fuel from a small hole in front of the butterfly flap does this indicate a stuck float.Is the remidy clean out with carb cleaner or stip down and clean

If it's been stood for a while I would go for a strip and clean as the fual that was in there may not be very nice any more
