Mariner 6hp 4 stroke starting from cold

I am finding it difficult to start my new Mariner 4 stroke when cold. It typically takes a dozen pulls to start.(oh my poor arm) It starts first pull when warm. Anyone found similar issue with this model engine?

I've got a 2003 mariner 2 stroke. Also can be a pig to start if I don't start it in a certain way. Line up arrows on throttle - full choke - pull twice, then put choke in, open up throttle a bit more and pull. Always starts this way.

Are you activating the decompression feature first? ,,, pull the starter cord out gently just enough to turn the flywheel/piston slightly, release and then pull (I seem to remember)

The manual specifies running the carb dry on shutdown. I am using the internal fuel tank so I suspect it takes 12 pulls for the fuel pump to fill the carb again or will gravity pass fuel through the pump? Is there a fuel drain on the carb?
The decompressor works I believe by a pin protruding from the cam shaft which opens the exhaust valve on the compression stroke until sufficient speed hence momentum is achieved by the flywheel.Not sure how the pin position is controlled
Anyone have experience with this particular engine, 6hp Mariner 4 stroke?

It's the empty carb bowl was the cause. If I keep the carb full it starts second pull from cold
