Does this apply for all of Europe or just just UK

The reason is that engines are regulated under the Recreational Craft Directive, which as the name implies only controls leisure craft (across all of Europe). Commercial craft are regulated by each individual country.

How is the cylinder lubed in an Etec seeing as there is no fuel as a transport medium? There is probably direct oil feed to the mains but what about the little end?

Little ends on most engines - not just outboards - are by oil mist or oil splash.

Reading the selva site their basically two stroke engines with auto lube through a special valve system running as a four stroke air cooled head water cooled leg and being able to be transported anyway up as an advantage over conventional four strokes although Suzuki can transport on three sides with their latest models.

You're obviously not running a Tohatsu!

Got me thinking, why are 2-strokes exempt from emission rules for for commercial use, and I should add RYA racing events too?
