Right, cables out with out much of an argument. last couple of mm where a little bit stiff.
Hooked the cable back into the steering hub and the cable moves freely. Also the engine moves from side to side very smoothly.
Any ideas why it was jammed?

Hard to see due to space. Prob best bet would be to grease and put it all back together again. But if it doesn't work I've got to get the fecker back out!

Sorted!! There was corrosion in the tilt tube. All ground down and cleaned out, steerings back in and lock to lock is spot on!!
