If you get the problem again, alloy wheel cleaner really cleans a carb up beautifully. The plugs would have been oily if the float was not closing properly and allowing too much fuel through, the spark would not be efficient and would not burn off the mixture properly. I would absolutely recommend a fuel/water separator on any outboard.
