It may have beaten the record on water but on land it has no chance.

This is what Branson used for his record. It may be a bit slower on water but on land there is no contest - top speed is over 100mph - the sealegs does about 5!!!

It only quotes "over 100kph", and a run of 500 metres. To be an official record recognised by the UIM it has to be over a measured Kilometre, and measured with approved timekeepers - it would be interesting to find out how they qualify it as a "World Record"?
