1984 Mercury 3.5hp 2 cycle outboard

Think I made a mistake, while doing the water pump in my 3.5hp outboard I left the shifter in the neutral position when disassembling the lower unit to install the new water pump. I then tried getting it back together with the shifter still in neutral and had no problem sliding the lower unit back on and bolting it back into place. The motor however while running sometimes jumps into gear from the neutral position and sometimes has a hard time going back into neutral from forward. My motor only has Neutral and Forward, no reverse. How can I rectify this issue now, should I disassemble in the neutral position and then move the shifter lever to forward and then reassemble?
