I think it just captures new threads, not new posts (Not done a detailed analysis though) But this thread is in it, so it must be updating.

it stands for "Really Simple Syndication"
Basically, for a forum, it allows all the new posts, or all the posts for a certain to be ready by another website, or a stand alone appliaction on your pc/mobile phone.
Its basically a standard thats been put in place to allow other people to use your information.
