Yeah, well, that's the law in California for divers. The east coast guys get to use sticks and snares and such.

You ever use hoop nets from the surface for bugs? Somebody told me it's actually pretty productive.

From what I've read & heard, it's very productive (reports on bdoutdoors.com). I think you just need to find structure and you'll do well. Sometimes it's just easier to shore dive instead of pulling the boat out....
