First time I saw that video, it was reportedly filmed in Santa Cruz, CA (though I don't recognize the shoreline as SC.) I kind of doubt that report, as the girl would be on her way to the hospital to be treated for hypothermia in pretty short order (50-ish degree water here, not exactly conducive to surfing in a bikini.)
