Why the charges? The article doesn't say why the land based management have been charged

So Section 100 is about operating an "unsafe ship". We will need to wait and see what evidence they present to a court and see if a court deems that the evidence is sufficient to prove beyond reasonable doubt that the ship was unsafe and that the deaths resulted through gross negligence.

I'm going to refrain from opinion until I see what evidence gets presented.

That would seem to be the best advice all round in this case.
