Why not just put a photo on the credit card? Would that not at least eliminate "over the counter" transaction fraud instantly?

Thats what this was all about;

chip n pin scam

Why fuel stations? 24 hour a day transactions where people dont want to stop and talk, well maybe some. It might be even more efficient if the thieves could wifi the data out of the unit without having to remove it.
