Council enforcements are generally the worst as driven by money "cash cows". May have been issued via a camera or by a warden, either way will need reviewing.
I found signage generally is non compliant to regs, even things like white lines incorrectly spaced, not capped, not the right length can be challenged and you will have the ticket binned.
The wording and signage if not as per Gov signage is unenforceable- they need authority to change wording and layouts of signs
The ticket sent out to you is highly likely to be incorrectly worded, thats why scan and take out personal details and add to that forum and ask for help
Once you challenge the ticket within their set period the half price or discount fee has to remain until resolved. But if found against you the fine goes to max.
It takes a little effort, but in principle this looks like a bit of effort will secure your ticket being binned, dont take no on first letter, identify the faults and challenge every little detail. I found that there were nearly 40 faults on mine and the tribunal found in favour of me on the first one
