Council enforcements are generally the worst as driven by money "cash cows". May have been issued via a camera or by a warden, either way will need reviewing.

The ticket sent out to you is highly likely to be incorrectly worded, thats why scan and take out personal details and add to that forum and ask for help

Once you challenge the ticket within their set period the half price or discount fee has to remain until resolved. But if found against you the fine goes to max.

It takes a little effort, but in principle this looks like a bit of effort will secure your ticket being binned, dont take no on first letter, identify the faults and challenge every little detail. I found that there were nearly 40 faults on mine and the tribunal found in favour of me on the first one

it sounds like you have a reasonable case to ask for the ticket to be cancelled. Don't blame the traffic warden - how was he / she supposed to know? If you get the ticket cancelled, the system is working as it should. BTW you appeal to the Traffic Penalty Tribunal (TPT), not magistrates.

We may demonise them, but traffic wardens actually do a good job keeping the traffic moving

Been done nine times for being over the lines in parking bays, seems if my car is taxed and I've made every effort to park responsibly they can't do much about it, I now park and take a pic, they tried boxing me in a car park in southampton because they couldn't get a clamp or a tow truck to move it, i called the police and told them i had a medical condition and they got the parking twats to move. I park in the same place now and they leave me alone

Nope they've got the message, I have to park in the open car park up by the bar gate in southampton, it don't go in the multi storey

From the very loose definition of "goods" as per the above link, I would suggest the definition of a Goods vehicle is even more vague.
From that, I would venture that most vehicles that are capable of carry large/heavy items, are capable of being used as a "goods vehicle", even if not taxed as that.
