if it helps anyone, this is what i remember (as sad as it may sound!)

flashing lights on cardinals = the number they would represent on a clock face - ie N=12 flashes E=3 S=6 and W=9
safe water mark is 'santa colours' so safe to go near
isolated danger mark is black/red or 'dennis the menace colours' so stay away

Let's make it worse: I think the majority of the US conforms to your conventions; it's only on ICW (Intra Coastal Waterway) that things are backwards.

Buoyage refresher

I was told how to remember Cardinal bouy shapes ,
North " points up for North ,
South "points down for south ,
West " W for woman( hour glass shape)

For ships Navigation light colours or for those who get port & starboard mixed up
think of a harbour somewhere that has a Brothel ?

Same way I was taught for the cardinals, but a slight tweak was W is for wineglass (same shape). Also the arrows of the two triangles point to where the black bit is on the yellow/black buoy (top for N, bottow for S, middle for W, top and bottom for E).

I was taught another way for port starboard - PORT has the same number of letters as LEFT, and Port wine is RED!

But thanks to the OP - always useful to have a refresher!

Plus port hand are numbered even and starboard hand are numbered uneven
IE Port are numbered 2 4 6 8 and so on as you enter a Port
Starboard 1 3 5 etc (Unless they are Named of course)
Port is red 'any port left' and the Navy pass the port to the Left , they say!

Not an all together fair question- as its not a port hand mark. It's a light vessel. Hence the anchor ball and the fact it has a white anchor light at night, although I suspect it was supposed to be a trick question.
