you might want to consider human error as well. michael brown, director of fema at the time seemed to have failed to react to input from staff from his department as well as others about the potential disaster. apparently he was planning on resigning before katrina and was somewhat detatched from his job at that point.

just a thought. he might be a scapegoat but blame seems to be pointed at him for now.
