I have permission to shoot fox in a reasonably enclosed area with a .17hmr. I really wouldn't advocate using an air rifle, even a FAC variant.

Shotguns are a good alternative though with plenty of stopping power but less risk of over penetration and ricochets.

lancs police told me that they didnt really like fox's being shot with shotgun, but if i had to then i had to use 3"magnums with the biggest shot size available.
