Inboard then, yes? Can you not feed the small tank with a hose pipe?

What you need to do is feed water into the raw water (salt) side of the cooling system. Usually there is a fitting through the hull that will have a gate valve on the inside and a strainer to catch the sea weed. Best be is to remove the top of the strainer and stick a hose in.
Where is the boat?

You need to be fairly careful not to burn the impellor. Without water they get hot within seconds. Not a good idea to run outboards or raw water cooled inboards without water at all.

Unless you have a Pac 22 which has a bronze impellor or one of these (http://www.globerubberworks.com/nav.php?products_impeller) Des
