Radar - S-Band?

I am looking at radar reflectors and a recent report carried out by MBM.

Conclusions:

Visiball is useless.
Tri-lens Standard tests quite well (on a RIB). Bigger version is good but really only suitable for 35 ft plus boats!
Sea-Me Enhancer (an "active" reflector) is excellent, as it sends back an amplified signal, provided the received signal is in X-band.
Others were tested but these are the ones that I am interested in.

My concerns:

The "Sea-Me" doesn't reflect S-Band, but I don't know how much this is used by ships or whether this is really an issue.
If the 12v supply goes off, my boat would become invisible to radar.

Do I also need a passive reflector as well? Would the Tri-lens reflect S-band?

Answers on a postcard please - or on RIBnet would be even better!
